Local governments face mounting challenges in overseeing short-term rentals: listings are spread across dozens of platforms, addresses are frequently concealed, and municipal staff rarely have the resources to review millions of records that change daily. Deckard, built around artificial intelligence since its founding in 2018, gives local programs a current, dependable picture of rental activity within their borders.

At the center of that work is Cyborg, Deckard’s proprietary discovery and identification engine, built on the principle that people and machines together produce better outcomes than either alone. AWS-based crawlers scan more than 10,000 rental websites and process upward of 15 million listings daily, while machine learning models handle deduplication, classification, photo-feature recognition, address identification and ranking. In-house domain experts then validate matches using a human in the loop model, verifying more than 39,000 addresses each month, for a level of accuracy neither automation nor manual review can achieve alone.

A key differentiator is Cyborg’s image-similarity technology, which links an Airbnb or Vrbo listing to a specific parcel by comparing its photos against other sources, even when the host has deliberately concealed the address. The capability consistently locates properties other tools miss and is protected by Deckard’s patent portfolio covering address identification and validation, homeowner-exemption detection and residency validation. Deckard also maintains years of historical rental and property data, strengthening its models over time.

The results are measurable. In 2025, Deckard’s platform helped more than 400 jurisdictions reach an average 95.3 percent compliance rate and a 40 percent increase in tax collection. Mount Pleasant, South Carolina runs one of the country’s tightest short-term rental programs at near full compliance under a single coordinator; in Southold, New York, Cyborg surfaced over 400 properties violating minimum-stay rules; and in Redondo Beach, California, it identified more than 1,000 unlicensed listings in a single deployment. Deckard also shipped 75 product enhancements to Rentalscape during the year, guided by customer feedback.
